EU Adopts Visa Cascade for Thailand: Schengen Multi-Entry Visas of Up to Five Years for Eligible Thai Citizens

On 17 May 2026, the Thai Ministry of Foreign Affairs announced that the European Commission has adopted the Visa Cascade regime for Thai citizens, opening the way for Thai nationals to obtain Schengen multi-entry visas valid for up to five years based on prior travel history. On 17 May 2026, Thailand's Ministry of Foreign Affairs announced via its official channels that the European Commission has approved the application of the Visa Cascade regime to Thai citizens. The announcement positions Thailand as the second ASEAN country to benefit from the Commission's tiered Schengen visa adaptation, following Indonesia which received its cascade decision on 23 July 2025. The decision does not provide visa-free access to the Schengen Area, which remains a separate Thai policy objective under active discussion. What the cascade modifies is the validity and multi-entry features of the Schengen short-stay (Type C) visas that Thai citizens already apply for through EU member-state consulates in Bangkok.

What the Visa Cascade Is

The Visa Cascade is an adaptation of the EU Visa Code that allows applicants with documented compliance histories to receive progressively longer multi-entry Schengen visas. Based on the published Implementing Decisions for India (April 2024) and Indonesia (July 2025), the cascade structure runs in three tiers:

  • A one-year multi-entry visa for applicants who have lawfully used at least one Schengen short-stay visa within the previous three years;
  • A two-year multi-entry visa for applicants who have lawfully used a one-year multi-entry Schengen visa;
  • A five-year multi-entry visa for applicants who have lawfully used a two-year multi-entry Schengen visa.

Each tier is conditional on the applicant's passport remaining valid for the full visa duration. Each step requires that the previous visa was used in compliance with the 90 days in any 180-day period rule and without overstay, refused entry, or other violation. The Thai cascade's exact eligibility criteria will be set out in the European Commission's Implementing Decision, which we will summarise in a follow-up alert once the text is published in the Official Journal of the EU and reflected in EU member-state consulate guidance.

The 90/180 Rule Still Applies

A common misreading of the cascade is that a five-year visa permits five years of stay. It does not. The cascade extends the period the visa can be used (the validity), but does not change the 90 days in any 180-day period limit on actual stay in the Schengen Area. A five-year multi-entry cascade visa allows the holder to enter and leave the Schengen Area repeatedly over five years, with each cumulative stay respecting the standard short-stay limit. Long-term residence and work in an EU member state continue to require separate national permits.

Practical Implications

For Thai business travellers and frequent flyers, the cascade meaningfully reduces friction. A Thai trader visiting EU customers twice a year, a Thai student attending periodic seminars at a European university, or a Thai family with regular visits to relatives in the EU will benefit from a longer-validity cascade visa once eligibility is established. The administrative burden of applying for a fresh single-trip visa for each journey falls away.

For Thai corporates with personnel travelling to the EU for trade shows, supplier meetings, technical training, or customer visits, the cascade is a planning input. Each prior Schengen visa held by a member of the team now has compound future value. Corporate immigration and HR teams should ensure that documentation of prior Schengen visa use, including the issuing consulate, dates of entry and exit, and proof of compliance with the 90/180 rule, is retained in the team member's mobility file. Applicants who can produce a clean travel record will move up the cascade tiers more easily.

For Thai SMEs entering EU markets, the cascade lowers the per-trip administrative cost of EU market access. Combined with Thailand's parallel pursuit of full Schengen visa exemption for Thai ordinary passport holders, the cascade is the immediate operational improvement while the wider exemption remains under negotiation.

What Remains Outstanding

The MFA Thailand announcement signals adoption. Practitioners should treat the following items as subject to confirmation against the formal European Commission Implementing Decision:

  • The exact citation of the Implementing Decision and its date of entry into force;
  • Any country-specific variations to the standard cascade tiers (Indonesia's cascade, for example, allows direct jump to the five-year tier in defined circumstances);
  • The date on which EU member-state consulates in Thailand will begin issuing cascade-tier visas;
  • Whether any specific categories of Thai applicants (for example, official passport holders, diplomatic passport holders, or specific professional categories) are subject to separate rules.
